Naval Sea Systems Command SeaPort-e

Z2 Prime Contract Number - N00178-16-D-9121

SeaPort Enhanced (SeaPort-e) is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, Military Sealift Command, and the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst SeaPort-e IDIQ multiple award contract holders.

This Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Contract (MAC) contract enables the Z2 Team to compete for task orders totaling $5.2 billion over 4 years. SeaPort-e extends the current procurement vehicle, SeaPort, by leveraging SeaPort's successful business model and efficiencies. All current SeaPort-e MACs will expire in April 2019. Task Order competitions will continue to occur up until MAC expiration and those Task Orders awarded by April 2019 may have a period of performance for up to five years after MAC expiration (up to April 2024).

Quality Assurance Program

At Z2 Technologies and throughout our team partners our corporate cultures and business practices focus on quality, performance and customer satisfaction. Quality Management System policies and procedures standardize corporate management processes and functions, and ensure attention and responsiveness to customer service requirements.

Z2 Quality reviews assess the technical performance of deliverables and are performed by peers and supervisors in the same disciplines as the work being performed. This review uses procedures applicable to the task, consistent with Z2’s Quality Assurance Manual, and includes:

  • Establishing Task Order baseline conditions
  • Establishing process control parameters
  • Routinely monitoring task performance baseline conditions
  • Implementing appropriate corrective actions
  • Monitoring effect of corrective actions on control parameters
  • Document control, records management, purchasing and training

Our QMS’s include procedures for documenting and resolving clients’ issues and problems. All correspondence receives a response and some correspondence has resulted in changes that improved our business practices. Individually and collectively, our Team recognizes that responsiveness to our customers’ needs and concerns is critical to maintaining our competitive edge in today’s dynamic marketplace.

Based upon task order requirements, Z2 is prepared to implement a Quality Assurance Surveillance Plan (QASP) that will provide a mechanism for application of the QMS. The QASP will ensure cost, schedule and performance adherence during exaction of the SeaPort-e contract and resultant task orders. Surveillance methods will include customer feedback, 100% inspections, periodic inspections, and random monitoring. Specific required measurements based on the Task Order PWS will be included in the checklist. The project manager will maintain a complete Quality Assurance file. The file contains copies of all reports, evaluations, recommendations, and any actions related to the Government’s performance of the quality assurance function, including the originals of all Surveillance Activity Checklists.

Z2’s risk mitigation plan is a quality process that defines the problem, fixes the problem, identifies the root cause, takes corrective actions, and evaluates and follows-up. This plan and process are carried out with every team member participating and empowered to do whatever is necessary to achieve the highest quality product.

Our approach is simple; responsiveness and cooperation is handle best informally between the customer and the company manager. Smooth and open lines of communication with the Navy’s Task Order Manager and our project manager will ensure guarantee responsiveness and cooperation.
